Secularism is generally the assertion that certain practices or institutions should exist separately from religion or religious beliefs. Thus, in political terms, the secular state is a state where there is a clear separation of religion and government (often termed the separation of church and state). This can refer to reducing ties between a government and a state religion, replacing laws based on scripture (such as the Ten Commandments and Sharia law)

Agreement among all the people in a society to give up part of their freedom so that a government can perform certain tasks deemed necessary in return for protection of their NATURAL RIGHTS. The concept was developed by John Locke to explain the origin of legitimate government.
In a liberal STATE only those decisions are subjected to binding majority decision, where this is absolutely necessary. There are fewer of these than is generally assumed. According to the principle of subsidiarity individual CITIZENs should only relinquish such RIGHTS and duties of decision-making that, for substantive reasons, cannot be dealt with at the individual level.
